I'm a little new to Windows Vista myself, due to the fact that each version of the Windows OS has more features than the last. As for your question, I have a Windows Vista computer back home in the USA (that's the country I live in), too. My computer didn't let me delete something, too. The awnser is that you have a program/application or process open that needs to have that file on your hard disc in order to work properly. I suggest that you use the Windows Task Manager in situations like these. Hold down CTRL and ALT/OPTION while you type "Delete". You will see "Preparing security options..." before you see a few buttons on screen. Click on the line "Start Task Manager". You will be taken back to the desktop, and the Task Manager will open up. Click on "Processes" Find the offending app in the list, select it, and click "End Process". A notice might appear warning you that the applications using this process will be shut down if the process is killed. Click "Yes" if you want to kill the process, "No" if you don't. If you click "Yes", the process will be deleted from the RAM (killed/ended), and all applications using the process to run will be shut down, no user intervention required. After the process has stopped, it's safe to DELETE the file. Navigate to the folder containing the file, and drag it to the Recycle Bin.

Log in as admin and turn off uac (user account control) and you wont have this problem anymore.
Or you can just restart you pc and then you will be able to delete the file/files.
