A lot of people do not have agents until they have moved to NYC or LA after obtaining their Master's degree and SAG card. I'm not sure what the case is for child/teen actors but if you are somewhat trained and hire-able then get an agent for the management and contacts. No agent should ever charge you up front.

i was once told by an acting coach that i had (that i hve much respect for) that finding an agent should not be your priority. yes, it would be awesome to have representation but the people that you really want to meet and get to know are the writers, the directors, the producers, and other actors. these are the people that you open yourself up for. many agents send you out on auditions on physical appearance alone and while that is an important aspect, you have a talent that you want to express and to reveal. in my experience, personality and ambition shows someone that there is talent there and the best way to show that to the "important people" is to meet them and make them aware of your drive.

as far as acting exercises, i have found the meisner repeat to be an awesome concept. i don't know if you've ever studied meisner but if you haven't stop by a samuel french and pick up a book on the meisner method. the repeat exercise will open you up with complete and sometimes brutal honesty but in my opinion acting IS the savage honesty of humanity.

i hope this helps or at least gives you a bit of a start point

This is a common question. Your hunt for an agent should not be based on quantity of work experience alone. Shoot for quality and at presenting your best work, even if it is not a huge body of work at present. Also, like I just explained to another person asking about getting ahead in the business, you've got to do the work. Sounds like you want to do just that. I suggest reading anyting you can find on the subject. But, be targeted.... Do you want to act on stage, in film, or commercials. Each has it's own unique skills and requirements.

Best of luck!

Unless your parents are working very hard for you to become an actor, it will probably be several years after you are out of HS, if you last that long.

Becareful of the Meisner exercises, don't do anything which would be uncomfortable.
I suggest memorizing long speeches from Shakespeare as an acting exercise in your spare time.

It's usually based on income

If you are making at least $5,000 a year acting most agents will work with you because they can easily double that.
