First call 911. I'm with Freethinker on this. I, personally, would try to intervene in the attack. As for what the right thing to do is. . .My opinion is: if you feel you can intervene without putting your own life or the life of the victim in danger, I think the right thing to do would be to do just that, especially if the victim is getting hurt. If you cannot intervene, you should still stay on the scene but out of sight until the police arrive and tell the police everything you witnessed.

If you watched the attack try to get a good look at the attacker, then cross the street and see if the person is OK, then wait with them for the police, and when the police arrive answer their questions as best you can .

If you didn't witness the attack then just cross the street and see how the person is and lend some moral support.

This is not legal advice. Having said this, I would go and help them fight off and possibly restrain their attacker, calling 911 on the way. Doubtless this will draw criticism, but I feel it's the right thing to do.

Call 911 and provide the operator with as much information as possible to describe the individuals involved.

Call the police, normally 911.
Observe as much as you can safely.
Note the description of anyone involved that you can see.
Get license plate numbers of any vehicles leaving and direction traveled

Call the police, observe, and evaluate. If it was me and I thought it was within my abilities to do so, I would attempt to intervene. Even if all you do is yell, it can help by drawing attention to the incident. That will oftentimes be enough to make the robber(s) quit.

Wait til its over and the robber leaves. Then go check through the victim's pockets one more time to see if anything was overlooked - cash, watch, credit card, something redeemable.

call your boy's kidnap the attacker, beat the **** out of him and dump hm in the middle of nowhere in nothing but a pair of boxers! :D
