My brothers and I usually make it hard to open eachother's gifts but I can think of what to do this year. We have put the presents in cement, on scavenger hunts, and in puzzles. I need more and interesting ways to give them their gifts? Any suggestions?

CD shrinkwrap, or childproof caps.

There are also these Chinese puzzle boxes (I think Chinese) that are hard to open. You can also use progressively smaller boxes, like those Russian dolls, one within another.

ha.. build a snowman and hide it inside it!! (put it in a plastic bag if it cant get wet) then tell him the snow man ate it or something!!! hah!
thats funny.
my dad likes to use duct tape.
oh.. or you could put it in a box and put a combination lock on it and make them guess the unlock code by giving them hints or something!!!

Wrap your gift normally....place the wrapped package in a larger box....tape the box completely with duct tape....then wrap with Christmas paper.Place this box in a larger box....wrap this box with masking tape...then wrap with christmas paper....place this box in a larger box...wrap with ducttape...then wrap with Christmas paper and top with a bow.
**HAVE A VIDEO CAMERA READY!
Stand your brothers beside each other...pass each one their gift.
Pass each brother a pair of oven mitts...
They have to open their gift while wearing the oven mitts.
First one to open their gift gets the special additional prize...(maybe a box of cookies or something else you have wrapped up normally.)
Video tape them opening their gifts.It's hilariuos to watch...since you can't grip anything with the oven mitts on....you'll laugh every time you watch the video
