the person who is 18 got their license at 18. they did not get a provisional license for minors.

Yes.
"When you turn 18 years of age, the provisional part of your license ends. You may continue to drive as an adult using your photo license, which will expire on your 5th birthday after the date you applied."

You answered your own question then. If they don't have a provisional license then they have a full license and can have any passenger with them.

Yes, depending on your circumstances. If you just have a permit then you cannot unless you're with parent or guardian. I not sure about it when you have you're license but I would have to say yes. I haven't started driving classes yet but some of my friends already got their license, and they drive other teens. They're 16 so rules are probably different for them. Don't just rely on my answer other people are likely to be sure of their answers.

I believe you have to be 25 with a valid license to drive with a minor.

David had the law correct. They are simmilar in the rest of the states as well.
