Ok. Just for the record ... I'm not an idiot. It's not dust. ... any other guesses?

They could be aphids or mealy bugs. They look white and fuzzy, and don't move around. In which case, the plant will surely die if you can't get rid of them. Be careful, they can also spread to other houseplants and infect them too. I'm not sure of how to get rid of aphids except by using ladybugs.. but you can usually only buy them in bulk and they're seasonal. Try Googling aphids and mealy bugs and see what people use to kill them on house plants. (compare pictures of aphids/mealy bugs first to make sure that's what's on your plant.)

I am going to go with dust since it is, in fact, a houseplant. Just dust it before you water it the next time. It happens a lot.

If its inside and wet alot, it could be mold....

If its outside yeah it could be snow lol (that was a good one)

But it would have those silk worms on it or it could have a disease.
