You might be referring to the fact that many Americans are retiring outside of America.
There is a mass of immigration of retirees to Southern Mexico, Panama, and Costa Rica. They are beautiful places with friendly people and the dollar goes a lot farther.
My father is planning on retiring near Cozumel. It's gorgeous and the dollar can buy a lot of property.

That's been going on for some time especially for those people who speak a second language and with modest US retirement funds can live quit well and even allot better then living in the US.
