There isn't a "best" one. How can you rate one work of art as better than another. Each has its own individual merits. And of course something like that is relative. What I consider the best is a matter of my own personal tastes.
Now if you asked "what is your favourite anime", then that's a different matter altogether. I rate Miyazaki's Spritied Away, Porco Rosso and Kiki's Delivery Service pretty highly. I really enjoyed some episodes of Pokemon (although the majority are pretty ordinary). When I was a kid I thought Astro Boy was very good. That's the very first anime and where the whole genre started.

There are so many great anime series that it's hard to say what's best. Everyone's opinions will greatly differ. This website has some good series for you to see and judge for yourself:

Rurouni Kenshin
Any Miyazaki movie (Castle in the Sky, Spirited Away, etc)
Death Note
Fruits Basket

My vote goes to Miyazaki's "Castle In the Sky" or FLCL, but those are just my favorites, there's plenty of other worthy animes out there.

For me, Neon Genesis Evangelion is my overall favorite.
For the romantic comedy/ magical girlfriend, I like the Tenchi Muyo franchise.

i would have to say naruto and ouran high school. and chobits too. there's also a good one called Ef a tale of memories. you should check it out. oh and if you want to watch other anime try
