3.00 because when you round the 9 in the hundredths place (which has to round up because of the 9 in the thousandths place), it becomes 10, which would mean you would have to carry over into the tenths spot, which would also make that 10, then carry over into the ones spot, which would become 3. Hope that makes sense.
