a term has been coined that i think captures it. "The soft bigotry of low expectations"
It happens because The liberal nanny state haas told them its ok to act out because you are poor and your forbearers have been discriminated against. I grew up in the city and all around me friends neighbors died young locked up babies out of wedlock career of crime. Me and my five siblings and 85% of my cousins have spent not one day in jail not convicted of crime, have intact stable families CHILDREN KNOW AND ARE SUPPORTED BY THIER FATHER! and WE dont GET HIGH!!! because we where raised right and never where exposed to the Democrat welfare family wrecker.

I know this wasn't one of the answer choices, but I'm gonna go with

C. Neither.

A disproportionately poor, urban environment isn't that much more a factor than a white, upper-class environment with too much money to throw around for cocaine and higher class drugs. Not to mention that white collar crimes, such as embezzlement by CEOs of major corporations (which is rampant in a capitalist country such as ours), somehow seems to escape the radar of these statistic polls.

African-Americans (and other disproportionately poor groups) commit crimes because they experience greed, envy, and lust on a smaller scale, and will take matters into their own hands. The well-to-do world can hire hit-men to do their dirty work for them.

And half the time, they probably hire the 'disproportionately poor' to do that for them, anyway.

Black people don't commit the most crimes they commit the most violent crimes such as murder and rape things of that sort if you look Black people make up roughly 20% of the population yet have the highest crime rate among any other race In the United States. It can be blamed on many things there is no one answer just as many of the crimes have no one reason. White people do commit the most crimes but white people are the highest population in the United States. But he was asking about violent crimes and that would be Blacks not PC but it's the truth.

Take the family of man to its simplest level.No Daddy and everyone in the family lets the child do whatever socially offensive acts it feels like,because the "Poor Baby"was mistreated in the past.Now,instead of teaching respect for self and others,excuses are ready and waiting.
How long before the child has no concept of consideration for others'rights and feelings?
Same here-no matter what,it is some white man's fault;alive,dead for centuries,singly, or as the largest governing body in the world:The White Man made them do it,and that is the justification.Unfortunately,this attitude quickly becomes self destructive,and now becomes black-on-black on crime,dissolution of family values and morals,etc.
The "Poor Baby" has now become far,far worse to his own self and others than the original "abusers"were.
Cripples are created not in body,but in spirit.
Stop blaming others and start bettering yourself.

C. With the usual good intentions President Lyndon B. Johnson began what he called the Great Society plan. He refered to it as a "war on poverty". Part of that plan included building high-rise low income housing in urban neighborhoods creating instant ghettos. They never bothered to consider what would happen when you brought thousands of poor families into one neighborhood where there was little chance of finding a job.

Then the Great Society began to provide welfare payments to families. There was no consideration given to what would happen to black men when they were no longer required as bread-winners. The women lost respect for the men, the men lost respect for themselves and soon the black nuclear family in most urban centers was devastated. Whereas most black people were married (nearly 94%) and the children were legitimate (nearly 84%) and living in two parent families before welfare, afterwards there are plenty of urban areas where black single mothers are the majority and illegitimate births are nearly 75%.

Liberalism's good intentions had effectively eliminated the need for black husbands. This resulted in the creation of an underclass of what are historically proven to be the most dangerous kind of criminal, unemployeed, unmarried men in large numbers. Such men have no purpose or reason to their lives. Instead of putting their efforts into protecting and providing for their wives and families as a purpose to life, they pursue a life of debauchery and crime resulting in prison or death. They seek respect and status in gangs instead of in their wives eyes or childs hugs.

When this happens to men, regardless of their color, race or whatever, the men revert back to brutes. It is the calming effect of a woman's love and the useful feeling of being a provider and protector that cause men to move away from the sword and toward the plowshare.

Good men exist in the poorest areas, in urban areas, with or without education. But when there is no reason to be a good man, when women and children can get along without you, in many cases better than they did with you, well, that does not leave much reason to live does it?

Black, white whatever, people are people. They need to matter. The road to ruin is paved with good intentions. I just wish Liberals would look over their shoulders once in a while and see if they are getting the results they desire. Are Liberals bad people? I do not think so. But I cannot explain why they insist on doing the same things over and over despite not getting desireable results.

I've represented a black man charged with bank robbery--he lived next door to another lawyer and his parents were extremely well to do.

I've represented black people charged with crack dealing and/or theft who live in the inner city, come from single headed homes and didn't finish school.

Depends on the charge. I will say that the over-whelming commonality among those I've worked with is they have trouble taking responsibility and usually point the finger at the police or the system.

Just like the white people I represent.

Actually, I was the product of poverty, isolation (my parents were both orphans raised in Chicago), etc. The words college, religion, etc. were foreign to us. No family, no real roots. I won't go into details, but dysfunctional today is widely over-used and misapplied. When I was old enough to work I was refused minimum wage jobs because of being Caucasian. I worked through college while caring for 2 children, no welfare then. I was simply told "We (govt) won't pay you to go to school. In other words, support your children on minimum wage. (Divorced, ex dodged child support, disappeared, 2 children.) No violin please, in fact, this only made me more determined to succeed. So I worked, walked to work in snow or took bus (could not afford car) shuffled children to day care, etc, and went to college also.

AFTER all that I graduated Magna *** Laud, I ran into same discrimination, (BA Elementary Ed) "we are looking for minorities, we need male to serve as role model, we need a football coach".

That is my answer.
And I did not break the law.

PS. Why did the system **** the word *** as in Magna *** Laude?

None of the above. You are not taking into account nationwide standards. B may be true of inner cities but not nation wide. A is just ridiculous. C for culture could explain more.

Most statistics that says otherwise are compared to a much larger population that includes wealthy and middle class.
If you compare them to whites with the same income and environments, you will see the statistics are almost identical.
But the identical statistics wouldn't justify racial profiling where racists could pretend not to be racists.
