I've recently moved from Philsdelphia to Pittsburgh. In Philly i had a checking account with one bank. I over-withdrew and they froze my account, i only owe like 200. Would i be able to open another account here in the Burgh?

No , all banks are through a federal system, you have to clear up your old account in order to get a new one, but as soon as you clear it up, you will be able to open an account.

Maybe depends on if you were put on Chex systems. If you are put on the CHEX systems basically you will not be able to open an account anywhere except for those crappy scam banks. My advice would be to pay the debt owed and close the account asap.
