They send some of them to people who are willing to fulfill the wishes in the letters - usually the ones with complete addresses and where the kids are making reasonable requests and are likely to be in need. The rest of them probably just get tossed if they don't have a return address.

Uni gave a good link from the post office.
Many Santa letters will be answered by a variety of Santa's helpers - charitable organizations, employees of local post offices, and volunteers who simply want to help a child's holiday wishes come true.
When I was a letter carrier, somehow a letter to Santa was processed into the route I was delivering. I gave the letter to my supervisor and he read it, then threw it away.

I think from there they send them to a Company and they do "Proffessional" replies. And once the letter is done , They send it back to the Post Office then back into your mailbox.
