i got an $200 item on ebay from this seller who has 25 feedbacks.
it's been more than 2 weeks since he told me he "shipped". but the tracking number this as*hole gave me is fake, and he won't reply my emails. and later, ebay sent me a notice not to pay this guy, but i already did.
so, i reported to paypal, they are reviewing it for me, i'm positive i'll get money back, but i just want to know where that $200 is coming from. is it from paypal? or is it from this as*hole's bank?

you will get your money from paypal they will get it from the seller!!!

It will be paypal that gives you the money back but the source is from whatever form of payment this guy has as his backup. You have to have banking/CC information when you sign up and make an account with ebay.

Paypal will obviously try to get the money from the seller--after all, they don't want to pay it either.

If they don't, it comes out of Paypal's coffers. (Paypal makes its money by charging honest sellers 3% of any money they transfer in.)
