Oh... and no kidding. I was on a ship in 2004 that rescued three Kenyan men from the ocean ten hours after their ship (the Global Island) sank off of the horn of Africa. So I guess, they recieve search and rescue assistance from us as well.

Kenya receives foreign economic and military aid from richer
countries, but the country is interested more in the richer countries opening their markets for trade with Kenya than the
direct loans. Currently Kenya is able to finance 93% of its budget from its resources. Continued prudent management of
the Kenyan economy will free the country from the choking
yoke of foreign debts.

The amount of aid that Kenya receives varies over the years. In the 1970s, it was on average $205 million each year. In the 1980s it rose to a yearly average of $630 million and in the 1990s it was even slightly over $1 billion. In 1997 it had gone back to $453 million. So on average, throughout this entire period, it was about $400 million a year.
(There are about 35 million Kenyas – sources vary – and about half of them live on less than $2 a day.)
Recently, international donors have proved reluctant to lend to Kenya because the government did not fulfil it’s promise to fight the widespread corruption, which according to the ngo MS Kenya, amounts to 42% of the gross domestic product.

The IMF has offered some $250 million in loans in the last 7 years, on condition that Kenya improves its goverment and ends institutionalised corruption.
I am not sure Kenya should need it. There are lots of oil reserves there.

Kenya is a poor country. Majority of the citizens in the rural areas earn less than $1 (one) USD per day. Unemployment is high among the youth. The infrastructure is poor, the roads are narrow and full of pot holes. Good healthcare is not available to the majority of the citizens. Clean water is also not available in the rural areas. Higher education (college/university) is available to a few bright high school students. Nairobi - the capital city has the biggest/largest slum in Africa. You can get more information from the CIA country factfile website.

It is not the responsibility of Western countries to prop up corrupt African governments. Sometimes, in extreme circumstances, such as the famine in Ethiopia, the civil war in Somalia and the genocidal hatred in Rwanda, Western countries must step in to deal with a situation. It requires multilateralism, an effective plan, troops, U.N. support and the right level of troops, aid, technology, skills, etc. It would be right to send in troops to Darfur in order to restore the peace and protect people from inter-ethnic conflict and vicious attacks.
