Someone quoted him as saying it at some point in time. Many quotes and many stories are attributed to many people throughout the ages that aren't true. Why do so many people believe George Washington chopped down the cherry tree? It's something that sprung up, and it makes sense to people.

I don't know. Perhaps because Winston had so many great quotes, that they incorrectly attribute that one to him as well. Here are a few of my favorites:

I'm a conservative and I love the quote, but I never attributed it to WC. I think another question would be "Why do liberals think that conservatives think winston churchill said "Not to be a republican at 20 is proof of want of heart; to be one at 30 is proof of want of head", instead of Francois Guizot?

Funny that Republicans who say this so often are quoting a French prime minister. That's got to be the definition of irony.
