When learning to drive you must have a black-on-yellow L sign on the car to advise other drivers. Once you pass your test you are issued with a Provisional licence. There are restrictions on speed, alcohol, number of passengers etc with a P licence and you must display a sign on the car which is a red P on a white background. After a year on the red P plate, you go to the less restricted green P plate for another year or two before deing granted a full licence.

A hoon is someone who practices skills perhaps suitable for a racetrack or rally course on the open road. Hoons have noisy exhausts, do doughnuts and engage in street racing. They usually have a sound system worth more than their car which tells the entire neighbourhood about their appalling taste in music.
