It's legal in many counties in Nevada. "Street walking" is still illegal, but they can operate in licensed brothels. The girls are checked on a regular basis (weekly), and condoms are MANDATORY for both intercourse and oral. Since 1986 (when condoms became mandatory), there have been no cases of HIV in any of the girls. In fact, a study done in 1995 showed that the girls were at a greater risk of acquiring HIV and other STDs from lovers than from clients.

A combination of public health matters and moral outrage.

How much of each varies, but I suspect since it is the worlds oldest profession, the moral outrage predates the public health argument.

But even where there is no moral outrage, and prostitution is legal, it is very heavily regulated for public health reasons.

America's original legislators were puritans.

Although it is the oldest profession, and a very common one if that, morally some people still find it offensive and thus it is still illegal.

Other than Nevada the government hasn't figured out a way to tax it.
