Well, I have seen statuettes of Black Santas and Asian Santas for sale-- the other day I looked at a black santa with a black kid on his lap at CVS pharmacy. But yes, I suppose that Santa could be whatever nationality you wanted him to.
In North American he is usually depicted as a fat jolly white guy, and it Europe, at least where I lived (France and Germany) he was a skinny white guy. So it really depends on cultural norms.

I think Santa Claus originated from Saint Nicholas, who is supposed to born in Turkey. But now everyone thinks he's from North Pole.
