Your local Better Business Bureau and your local IRS. This happened to me. I received cash with a slip showing my taxes withheld. When I went to file taxes at the end of the year, I had to file a complaint about the business for not having given me a W2 form. I was still able to file me taxes though because I kept my own journal of hrs. worked and tips earned. They got it good.

You could start with the Internal Revenue Service... I'm sure they won't be happy about it. Just be ready to pay out some taxes that you owe from your "under the table earnings"
