I don't understand this question.

Medical schools are allowed to reserve a certain number of seats for scholars programs or early admission programs and I think that's perfectly fine. Some schools might reserve a little bit too many, but that's their right. As for students earning those reserved seats becoming leaders--that's for them to prove themselves once they get to medical school.
