Reading this as:-
(1/5) x = 4y + 2
4y = (1/5) x - 2
y = (1/20) x - 1/2
OR
20y = x - 10
x - 20y - 10 = 0

Depends how standard form is defined in your part of the world.

1/5x = 4y +2
=> Do the cross multiplication
=>1 = 5x (4y +2 )
=> 1 = 20xy + 10x
=> 10x + 20xy - 1 = 0 (That the right answer).

standard form is ax+by=c

so you just subtract 4y\

1/5x-4y=2

if your looking to "find y", this is it.....
1/5x-2=4y, then y=1/(4*5)x-2/4
So y=1/20x-1/2
