If you are visiting legally from another country you need the license issued by your country and an international drivers license. With both you can legally drive in any state.

If you are here on a longer term visa, most states will issue a license as long as you can prove you are here legally.

If you are not a US resident you have no legal reason to need a US driver's license.

JUST HAVE PROPER DOCUMENTATION AND GO TO THE DMV IN YOUR AREA AND READ THE BOOK TAKE THE TEST AND GET YOUR LICENSE
