My Stopcock will not turn back on?

I turn off my stopcock to fix a leaky water tank, but when I turn it back on the water supply does not come back on any ideas how to fix before i get a pluber out?

If it is an old valve, the gate that stops the flow by raising and lowering, has probably broken off in the closed position.
