By consistently answering a certain number of questions within a given time frame within a given category will earn it for you, but I don't know how many and the FAQs don't say. You can earn the "distinction" in up to three categories, but as Howsey below me says, you'll have to live in front of your computer to earn three. Even one requires a lot of time, and imho, it's not something to work for because you get nothing for it except an orange banner. It's better to just enjoy yourself.
If you drop below the required amount, you'll lose it, but you can get it back again by answering more over time. It's dynamic and automated. That's all. Only answering. Just today I lost my top contributor status because I haven't participated much over the last month or so. I had no notice, no violations, no reports. Just not enough activity. I don't really like the big orange banner and won't miss it at all, but I was curious, so I looked it up.
See the blog below for an explanation straight from Yahoo.

Just keep answering questions from one particular sub-category - any best answers you get will count toward a top contributor status

I've never been below 10% BA, and I haven't had a TC badge in months. I answer at least 50-100 questions a week, too.

It's number of best answers in one category. I'm proud of mine. My son says it's in an insignificant category and as such I shouldn't be that proud, but I am!!!
Apparently there are many different "badges", though I've never seen the others. See there for

Minimum 10% best answers in a single category, however if you don't use your account for a week or two you will lose it.
The 10% has to be maintained or you will lose it, but if you regain the said 10% it will be returned.
Edit.
Pingu you naughty girl!
Edit.
Welshy, I get confused!

The weekly one is for how many questions asked, questions answered and best answers.I had a weekly one but yahoo took it off me.
The overall ones are a lot harder to get.
