Fear is a reaction to a perceived threat and, if people can't run, they fight.

Reprisal comes out several things and fear is one of them.
Survival of the fittest applies to some extent to our society as well.

Grey wolf is right, we have an innate fight or flight mechanism in our brains that instinctively cause us to protect ourselves from perceived danger especially if we are not able to flee.

Simply put: Instinct for self-preservation.

However, in modern society, this instinct is often miss-placed and inappropriate.
