why did the person who came up with "dracula" say that vampires are from romania and hate garlic when everything we eat is drenched in freakin' garlic?!

In fact most haemavorous Vampires are allergic or at least
sensitive to the entire allium family which includes onions, chives, leeks, shallots and of course garlic. The degree of reaction varies from individual to individual but it is with garlic that the problem lies. Garlic contains a chemical which causes constriction of the throat and larynx leading to breathlessness and in extreme cases death through asphyxiation.

Maybe the garlic thing was to show that vampires are not one of us Romanians. And it could also be that pagans used to use garlic to scare off demons.

Supposedly, that is why, lol. No it wasn't suppose to be the smell of garlic, but the fact that garlic is an anti-coagulant, which supposedly means that if a vampire ate it their body would begin decomposing or melting, or something.
