They had cut pieces of cloth that they would wash out and reuse every month.
I believe that san itary pads came onto the sence in the 1930's or early 40's.
My mom said when she was young,in the 40's women had to write done on paper what they wished to buy(napkins)and go to the pharmacy to make their purchase.You would only give the note to another women, if there was a male clerk, you had to find another store. Anyways, the clerk would go into the back room and put your purchase into a small brown paper bag so that nobody would be embarresed.
We have come along way since then.

Good questions. My guess is either blankets, menstrual cups or sea sponges. Those were common reusable means in olden time.
