Typically for the Government, it runs October to October. I am in the Air Force and know for a fact that our fiscal year runs from October to October

A fiscal year is one year. New York's looks like it runs April 1 to March 31.

A fiscal year is 365 days. For corporations, they can choose any day of the year to begin on, however, from that year forward, it is very difficult to change your fiscal year start date.

Do you mean for the city's budget or in general.
If its in general usually it is any 12 month span set up by what ever that entity chooses, but most organizations go from Jan 1 to Dec 31.
There is no set time frame that everyone has to abide by, as long as its 12 months.
