The receiving container must be lower that the level of the host container. The fluid head inside the transfer device (hose, etc,) pulls a vacuum inside while it is traveling down to a lower level, which in turn causes additional fluid to be picked up and pulled from the host container and travel through the hose into the receiving container. This action will continue until the exiting fluid is at an equal elevation of the host container fluid level (or if the flow is blocked off).

Given tank A and if you insist tank B. A tube is filled with water with both ends closed and one end is placed in tank A below the surface of water while the other end is placed in tank B. Important that the ends remain closed and the end at B is lower then the end at A.

Now open the ends and the water will flow from tank A to B. The pressure difference between the column of water on B side less the column of water on A side is causing the water to move. [water of course can be replaced with a liquid of similar viscosity]
