If a website is designed in Dreamweaver on a PC, would I be able to take that site and open it in Microsoft Frontpage on a Mac?

Yes. HTML is cross-platform. Frontpage and Dreamweaver both generate HTML. They do not generate their own special file formats usally.

However, there are some features that Dreamweaver and Frontpage give you that will not neccessarly work with eachother. But these features are rarely used now a days.

Yes! You can open in Mac.
