I would like to know about polymer department research and which is the best

Are you looking for graduate program? Are you currently an undergrad in India? If so, I'd ask your professors if they know of anything, especially the organic chemists. I don't know too much about the good institutions in India, but I'm sure that they shouldn't be hard to find. You can probably learn a lot by searching the web for polymer programs, and those departments will probably have websites that provide specifics. Try "polymer institute" as part of a search on Google.

Dr W is right. ANY decent Department will have a web site. Look for lists of publications(especially in leading journals of international standing), details of funding, and how interested you are in the programs described. Also try to find out about the range of equipment available, and the range of collaborations with other institutions.
