And is someone who is intelligent the same as someone who is wise?

Smart can have a few meanings, but one of them is essentially synonymous with intelligent.
Wisdom is something different. Put simply, intelligence is a measure of a person's ability to accumulate knowledge. Wisdom is more a measure of how much knowledge a person has accumulated. Smart can really refer to either of those, as well as a few other things.

No, they are not the same.

Intelligence is a degree of being educated but being smart means that one can function in this world well.

A person can be smart, but that does not make them wise. Wisdom means that not only can the person function in this world well, but does it in such a way that they see how things work as a result.

At least, that is my way of thinking.
