an E-1 to E-9 is supposed to Salute an Officer first Even if the Officer is an 0-1... even if you are walking down the sidewalk on base and an Officer is driving a car (you can tell by the blue base sticker that it's an officers car) you are still supposed to Salute him, In some cases the enlisted man may not even get a salute back , but out of respect the enlisted man salutes anyhow... At my A school training as a parachute rigger, I reported to base, turned in my orders and saluted a master chief, he ripped me a new one and said "don't salute me or call me sir, I work for a living". In response to the Medal of Honor thing, Chances are on base the enlisted man is in his work clothes and not in his dress uniform, and on your basic utility clothes no Medals are worn so the Officer wouldn't know about the medal.. And the enlisted holds the salute until the officer returns the Salute

Yea.
The E9 would salute first, unless he was a MoH winner. Then the Officer would salute first. Strangley enough, I actually saw this happen once. It was at graduation from Paris Island. A Vietnam MoH winner in uniform, who's son was there, was approaching an officer, and the officer saluted first. I was like, "What did I just see?" Then it clicked.
The whole time I was embedded with Russian Airborne Troops (As a SIO) in Kosovo, I never saw them salute, or make reference to rank. Not even once. Of course, I never saw them smile, either. I swear, every one of them had a face made of stone. Hahaha. =) I don't know why that second part popped into my head. It's funny what you remember, you know?

All enlisted salute officers. All officers salute all officers above their rank. Very basic and simple. I once told my troops that if they see a star on a man, salute, if they see a flag on a car with stars salute, and when they go outside on a clear night and look towards the heavens and see the stars salute them too, just to be safe.

The enlisted member always salute first, with the exception of being in a combat zone and on operations, no saluting, it gives the enemy notice (if they are watching) who the officer is.
While on guard duty at the gate, enlisted must salute all vehicles displaying an officers sticker, no matter who is driving be it the wife, son, daughter or even if its the nanny, you salute it.

the Junior always initiates the Salute and holds it until returned or the Senior passes. Only exception being.. CMH winners get saluted by Seniors first.

When I became an O-1, my arm was constantly up in a salute.
All enlisted guys saluted me, and I had to salute O-3s and above.
I didn't have to raise my arm in a salute for warrant officers, other O-1s, and O-2s.
