For example, if you asked somebody like an ex if they would be willing to see you again and they just plain didnt answer you. Not yes, not no, not anything. Just didnt respond at all. What does this mean?

It could be that they don't want to answer because they aren't sure or it could be they just don't want to cause a fight or hurt feelings.
It depends on the person though and what the question actually was.

well the the guy is confused
and he doesn't know to accept or not to
because he may have different reaso to it
may be he is seeing sum1 else
maybe he dun want u to know that he is goin out wid sum1- that means
u hav a chance stilll wid him
but if its jus a hanging out jus say out clearli to him
he might change his mind

It means the answer is 'no' and he doesn't want to say it, either because he thinks it will hurt her feelings or he thinks she'll get angry about it.

1. he could be busy
2. he could be in a pre-relationship with someone
3. he's thinking "maybe"
4. he's thinking whether she's jking or not.
