Hi in Star Trek the Next Generation Warf states he is from Minsk, and It is also mentioned in Deep Space 9 I am interested to know if there is a city with the name of Minsk in the World.

It is located in the country called Belarus. This area was part of the USSR and called Byelorussia, SSR. Before that it was part of Poland, Russia, Lithuania, etc. It is the capital city of Belarus.
