regular income proof in visa application to go to belgium?

my partner did not show enough proof for showing his regular income.what is the meaning of this?why was my visa denied because of this?i am his fiance, and this was one of the reasons my visa was denied.i was applying to go there for cohabitation purposes.
secondly i ask if it is necessary for me to show am working.what happens if i am not earning any income?do i still get a visa to go there?after we get married here in my country??
what happens after i obtain my marriage certificate here?what kind of visa do i apply for to go to belgium?
kindly advise.
