Well the first thing you need to do is get the notion out of your head that you need to "lose weight". Sometimes losing weight and toning up are two completely different things. Bottom line is that if you aren't expecting to lose weight, you wont become discouraged when you start toning up and actually gain a pound or two before you lose. You may be able to tone up and when everything is all said and done end up 5lbs lighter than before, but it may not work the way you want it to because you're going to be adding muscle. Inch for inch, muscle weighs more than fat.
You're going to need to sit down with someone if you want to get serious about it, but here's the basics:
1) Clean up your diet. Eat small meals every 3 hrs (5 meals/day) to speed up your metabolism. You want to replace simple carbs with complex carbs (white bread with whole grain bread, white potatoes with sweet potatoes, soda with water, no candy). You basically want 55% of calories coming from carbs, 35% from protein, and 15% coming from fats. Red meats are good occassionally, but choose lean ones. Chicken is very lean source of protein. Protein bars and shakes can be of great help here.
2) Exercise properly. That includes weight training and cardio. Building the muscle will assist your metabolism by diverting consumed calories to muscle instead of fat. Cardio spikes your metabolism for an extra boost.
3) Live right. Get 8hrs of sleep (that's when your body does all the hard work), think good thoughts about yourself and be proud of what your doing and the progress your making (even if you gain a pound or two). A happy mind invigorates the body and keeps you motivated. Set small realistic goals that you can see yourself achieving in short amount of times. Sometimes having a work-out buddy keeps you acocuntable and focused, trainers help even more.

If walking to work is your only physical activity the maybe you can wear ankle weights while you walk that will help burn more calories. If you're trying to loss fat there's no way you can avoid doing exercise. If you starve your self you'll loss way more muscle mass than fat. As for your diet drink water with every meal more if possible. Lay off salts/sodium that makes you retain water for fat cells. You need to pack your own lunches so planning ahead is a must. Pack low fat protein sources, some fresh fruits and vegetables. Make sure to switch it up so you wont get bored of healthy meals. Don't be afraid of trying new fruits and vegetables try them at least once. If you really want to loss weight (fat) do cardio 30 minutes every other day and don't give up if you skip one day just keep going. Do some resistance training if you don't want to bulk up. This will help you get longer leaner muscles. More muscles = more fat burned. It's up to you to make it happen.

Sounds like its not weight you need to lose, you just need to tone up. Walking is great, but why not get up an hour earlier and work out? Its the only way you will get firmer. Losing weight wont do that. However, eating healthier is good for you. Lean meat, lots of fresh veg or salads, and go easy on the carbs with you last meal of the day. Oh yeah, and LOTS of water.

Immediately cut out refined foods and eat whole foods, organic if you can get them. Refined foods are nutritionally deficient and your body will naturally crave more food as a result, should you eat them.
Divide your weight by two. That's how many ounces of water (spring, preferably) you ought to drink each day.
Half of the food you eat each day should be fresh uncooked vegetables and fruits. Again, organic is best.
You'll find that your hunger cravings will greatly diminish if you will eat whole foods--no white flour; no white sugar.

I when to the site below and entered 145 lbs (not 140) and height of 5' 7". It came out as normal.
It looks like you could eat better and tone up your body, but you not need to lose weight "really bad".
