All A,B, C officers in India Government service and in State government service whose names are notified in the Gazette extraordinaire by the respective governments are termed as gazetted officers.
A Government lecturer
is definitely a gazetted officer if his name is notified in the Gazette by the respective Government !!!

A Lecturer who is already confirmed in his service is a Gazetted Officer if he is working in a Government College/Central University.
