Ani Difranco.
She is right in step with the list you have. I personally think she is the best female songwriter. check out theses songs : Both Hands, Talk to me Now, Superhero, Joyful Girl, 32 Flavors, Not a Pretty Girl, angry anymore, i'm no heroine, self evident, shameless
Here are some more though.
Melissa Ferrick, Holly McNarland, Alana Davis, Katey Sagal, Indigo Girls, Dar Williams, Sarah McLachlan, Natalie Imbruglia, Beth Orton, Liz Phair, Jonatha Brooke, Anais Mitchell,

Missy Higgins is a great Australian singer/songwriter - she even sings with an Aussie accent! I also really like an album I got into in the 90s by American singer/songwriter Kathleen Wilhoite. The album was called "Pitch Like A Girl", but it may be quite hard to find - don't know if it's still available. And if you like Tori Amos, another Australian performer similar to her is Kate Miller-Heidke.

Alanis? C'mon Dirk. You can do better than that. How about Aimee Mann, Beth Orton, Ani DiFranco, or Lucinda Williams.
