Don's answer is partly correct. But it stems back to the good old typewriter that had keys striking the paper. The keys that hit the paper sometimes jammed with the keys coming back if they were too close together.
I am sure wikipedia has something on it.

mr.maltron had to scramble them up to slow down typest from jamming up the keys on typewriters, then him and his brother-in-law invented another different set-up but same problem.then finally they invented the qwerty setup that would slow down people enough not to jam the keys on a typewriter.
info u still can find the original maltron keyboard set-up at www.maltron.com and it tripled my typing speed fast, but the keyboards cost at or over $400,i got mine about 5 yrs ago.

it would not be easier if they were in alphabetical order. they made it this way so the people who took the time to memorize the key board could easliy type with commonly used letters put together.
you are obviously one who hunts down a letter then presses it with one finger.

It is scrambled because you use the computer to much and became cross-eyed. Same with all of us.
