Many people love another person for who they are. But being in love is a special kind of feeling. It's a feeling that has concluded that you are the 'one' person that person has looked for all his/her life. Usually that kind of love leads to a committed relationship. When a person says, "I love you, but I'm not in love with you', they are saying I think you're a great person, a person I love to be around, but I don't want to spend the rest of my life with just you.
