Originally from the Roman Empire that was in the area of Italy then expanded east west and south into Egypt and back along the coast into the lands held by the ancient Hebrew peoples as well as that whole general area up through Babylonia and back to Rome. Even included England (Gaul in those days)

It's complicated. Rome was an empire. Most of the powerful Roman authorities were Itallians, either from Rome itself, or from one of the many communities in central Italy. They spoke Latin as a private dialect, and Greek in public Most of the armies were populated by the outlying provinces. They generally spoke Latin, especially after the 2nd century. Most of the average citizens were Greeks from Greece, Asia Minor, the Middle East or Northern Africa. They typically spoke Greek. A minority of citizens won or inherited citizenship. They spoke their native dialects in private, and Greek in public. The majority of non-citizens were in Roman occupied countries. They spoke their native tongue most of the time, but usually knew enough Greek to get by in public life.
Most of the Roman authorities in the time of Jesus were from Rome. Most of the soldiers were probably either from outlying tribes (Germans, Celts, Gauls, Slavs), or from Italy. The Herodians were mostly Roman citizens from Idumea (Arabians).
