I want to ask her out and I have asked out other girls in the past. I can't even have a normal conversation with her. I just never know what to talk about. What should I do and what are some good conversation topics?

Just remember that EVERYONE is human and therefore EVERYONE has flaws, insecurities, weaknesses, etc. in addition to their strengths. This girl is no exception.
Bottom line: Just be yourself. Don't be governed by fear.

I would just get some girls who are just friends and talk to them more, I managed to get a conversation going with this girl I liked after that when before I could only get out a mumbled "hey..."

Music is always a good conversation starter. Also look into her interests. Whatever you do, don't just stare at her and follow her around but never speak to her. That is a definite repulsion.

I know its hard.
I myself am a shy, nervous, introverted individual... so I know how it feels to be nervous.
Eventually we guys have to grow a pair and get the courage to go talk to girls...
Courage isn't a feeling, it's a choice despite of the fear.
