26 Because of this, God gave them over to shameful lusts. Even their women exchanged natural relations for unnatural ones.
28 Furthermore, since they did not think it worthwhile to retain the knowledge of God, he gave them over to a depraved mind, to do what ought not to be done.

Well, it looks like everyone else said what I was going to say, Romans 1.
So I will just include a verse that talks about a conscience that has been seared. If you know anything about how seared skin feels, it looses all sensitivity once it is healed, becomes hardened, calloused, scar tissue:
1 Tim 4
1Now the Spirit speaketh expressly, that in the latter times some shall depart from the faith, giving heed to seducing spirits, and doctrines of devils;
2Speaking lies in hypocrisy; having their conscience seared with a hot iron;
3Forbidding to marry, and commanding to abstain from meats, which God hath created to be received with thanksgiving of them which believe and know the truth.

He gives us a free heart to choose what we want to obey: our own sinful desires or His plan but he does not force us to choose either one. That's the best answer I can give because it's hard to say if he "gives" us over. I guess to the best I can tell he "gives" us to ourselves and we decide. Sorry, I couldnt find a scripture.
