i want to send a package to my dad who is in iraq, if it contains food does it have to go though customs and does it cost more to ship?

Packages sent to a foreign country are subject to inspection at the receiving country's customs.

You can go on the U.S. Postal Service website and fill in the form on-line. You may also just take the package to your local post office. They should have the forms there. Packages sent to a U.S. military address would also be subject to inspection.
