I do not know of free, but $20 for a 6 week course at eclecticacademy.com is pretty darn good.

I haven't looked into PS training online, but last night I discovered Wikiversity which offers free classes in a lot of subjects!

Another alternative (although not online) is your local community college. Here in San Diego there's a place called the Career Center which offers free classes in every computer program you can imagine. I took classes in PS, Illustrator, Quark and other programs.

Call your local library - they'll have all the class catalogs for the colleges, universities and continuing education centers in your area!

A quick search on Youtube ("Photoshop CS3 tutorial") brings up over 500 videos.

Training? No. but this site offers some great tips and tutorials on how to pull off some pretty cool effects.
