Washington is the city. Columbia is the District. it is purposely NOT located in any state...so no state can claim to be the capitol...the District of columbia is an independent district with its own government.

DC is not in a state. This is why DC is the District of Columbia. They do not fall under any of the states governing laws, which is great, because that way, no 1 state can control it

The founding fathers of the United States Government declared that the seat of the government should be in an area separate from the states to allow for separate entity.
That is why there is no representation, but taxation.

DC is not a state, it is a city. Both Maryland and Virginia gave up land to create the nation's capitol city, which is a complete square.

it is not actually part of any state. it is located on land that originally belonged to virginia and maryland. though is technically the district of columbia. the district is representated in the house of reps in the federal government, but they have no voting rights. and they have no reps in the senate.
so to answer the question, they are not part of any state. but located between maryland and virginia.
