Can he pull you over? Yes.

Can he cite you for it? Depends.

If you live/work or go to school there, and are not in the military, I would bet a paycheck, your car needs to be registered there. In that case, you could get a cite for the tint and the unregistered car. If you are one of the 3 things (work/school/live) you need to abide by Virginia law.

If you're passing through, or are there temporarily (vacation/family emergency) you do not need to have your vehicle comply with VA law.

I know this via experience, as I have seen my partners cite out of state cars based on CA vehicle code. The cites are dismissed.

Its impossible for the state to expect a vehicle, temporarily in their jurisdiction, to comply with their law when it comes to equipment changes.

(Not to be confused with laws for long haul truckers as they are licensed/registered Nationwide.)

If the laws of Virginia forbid " limo tint" the Virginia State trooper has every right to pull you over. You heard the old saying " When in Rome, do as the Romans do."

Show the cop the plate and explain to her there are no holes in your car car to mount it. Chances are she will let you go. If she gives you a ticket o well. It's only a fine. It's a civil non moving violation, it won't affect your license or insurance rates.

yes, you have to abide by the state law if you are visiting or driving through it. If you commit a crime in a different state, you get hit from the law book from that state cause it is where you broke the law.

Limo tints for cars are illegal in alot of states and considered a safety hazard to police officers so i think almost every state has banned them, Illinois has already.

absolutely. Each city has its own ordinances, and if you are in their jurisdiction, you have to obey the ordinances in that location. Whether you know about them or not. The way to avoid this high stress situation with the Virginia cops, is to stay home and never leave town, or rent a car when going anywhere else.

I live in a Navy town, everyone has a different plate and yes, any cop from anywhere can pull you over if he notices something illegal.
And don't deny it, you know there's only a couple of reasons a person would have windows that dark, and the cops aren't as stupid as you'd think, lol.

I'm pretty sure that you need to abide by each states different laws and I definately know that you need the proper insurance coverages for each state that you pass through. If they wanna "bust your balls" they will, and there aint much that you can do about it besides hiring a Lawyer.
