They will be able to visit you at OCS after a few weeks of training, when you have time off on the weekends...typically that will begin Saturday afternoon and end Sunday early evening. That is not guaranteed time off either, you could have duty or be on restriction, so if they live far, I wouldn't advise it.
As for TBS, you are a full-fledged, albeit carefully watched 2nd Lt, so you have all your evenings and weekends to do as you please, unless of course you are in the field.

During TBS you will have time off and you can go visit them if you want, there is only one hotel on base in Quantico and it is always booked, there are some off base in Triangle but they are dumpy, But in OCS you will not have much time off for family.

OCS no. TBS yes. you may be restricted however, no overnight off base, they may not be allowed to stay with you, or you with them, etc.
