The EPA uses the same tests on all vehicles, so you can compare the fuel economy of one against the other. You can even look up older years, back to at least 1985. http://www.fueleconomy.gov/

I don't know if the 1998 Chevrolet Tahoe 2cd sport 4x4 is the gasoline or diesel engined 4WD model, but... If gasoline, 12mpg city/15mpg highway. If diesel, 13mpg city/17mpg highway. Both have automatic transmissions.

The 1995 Toyota 4Runner SR5 V6 3.0 4x4, is probably actually the 2.9L and not 3.0. The 4wd 2.9L V6 engine is 14mpg city/17mpg highway if a manual transmission, 12mpg city/15mpg highway if an automatic transmission.

Given the choice of solely for fuel economy, I'd go for the 4Runner if it was a manual transmission (and I could drive stick). If going for an automatic, for fuel economy reasons only I'd say the diesel Tahoe, but I'd have to take into account the difference in price of diesel fuel in my area compared to gasoline if my sole decision about fuel economy was about lowering fossil fuel use vs. lowering my fuel payments... If looking for a gasoline automatic version, then I'd expect both models to perform about equally and I'd have to decide based on other factors.

The 1995 Toyota 4Runner with a 5 speed manual transmission gets the better mileage than either of them with an automatic transmission.

With an automatic transmission the both get 12 mpg in the city and 15 mpg on the highway.
